Yesterday was the State Opening of Parliament in Westminster. This is the day when the Queen addresses the House of Lords with the government's programme of work and marks the formal opening of the parliamentary year.
Normally this would be a large ceremonial event for the Palace of Westminster as the Queen would arrive in a carriage, the ceremonial gown and a crown would be worn and the Lords would be in attendance in their robes. After this Black Rod would progress to the House of Commons and would be rebuffed. The door is slammed in Black Rod’s face to symbolise the House of Commons’ independence from the monarch.
The door is then opened after Black Rod knocks three times on the door with an ebony rod.
These are not idle traditions - they remind us of the important separation of powers and long journey of the development of democracy in this country.
MPs, led the by the Speaker, Serjeant at Arms and the PM, Leader of the Opposition and a throng of MPs usually follow through the lobbies into the Lords to hear the Queens speech.
I vaguely recall last year but was freshly elected, and so much was new it was all a bit of a blur.
However, this year Covid has changed it all.
The Queen made the journey to the Palace of Westminster by car and wore a lilac day dress and hat. It was the Queen’s first public appearance in person since Prince Philip's funeral on April 17th. She was accompanied by Prince Charles and the Duchess of Cornwall, who have been attending the State Opening regularly since 2013.
Only a few MPs were in the Commons Chamber. Only a handful of MPs were able to stand in the lobbies and watch the procession (itself limited in number.) Just 34 MPs and peers watched from the Royal Gallery (a ballot was used to select from the 641 MPs and 790 sitting Lords at present) as the Queen moved into the Lords to read out the new bills the government will bring forward (or carry over from the last session.)
The MPs then made our way back from the opulent red and gold finery of the Lords to the green benches of the Commons.
This year the honour of responding to the Queen's Speech in the Commons was given to Shailesh Vara MP. My colleague (fellow engineer!) Katherine Fletcher MP of the 2019 intake had the privilege of seconding the motion.
I was fortunate enough to be drawn as number 30 out of 34 in the ballot for the chance to watch in the Royal Gallery. I am not sure what view you had on TV but I shall try and give more of a flavour from "behind the scenes" account of the day; what I saw and picked up from being there in person. Tune in for my Facebook Live broadcast on Wednesday at 7pm!
(And spare a thought for Conservative MP Marcus Jones, one of the Whips, who was chosen to be the MP that was ceremonially held hostage in Buckingham Palace whilst the Queen attended the Palace of Westminster! I shall see what I can find out about the hospitality which is reputedly very generous ....)
Ddoe, cafwyd Agoriad Swyddogol y Senedd yn San Steffan. Dyma’r diwrnod pan fydd y Frenhines yn annerch Tŷ’r Arglwyddi gyda rhaglen waith y llywodraeth ac yn nodi agoriad ffurfiol y flwyddyn seneddol.
Fel arfer, byddai hwn yn ddigwyddiad seremonïol mawr ym Mhalas San Steffan gan y byddai’r Frenhines yn cyrraedd mewn coets, byddai’n gwisgo gŵn seremonïol a choron, a byddai’r Arglwyddi yn bresennol yn eu gwisgoedd. Ar ôl hyn, byddai’r Wialen Ddu yn mynd yn ei flaen i Dŷ’r Cyffredin a byddai’n cael ei wrthod. Mae’r drws yn cael ei gau’n glep yn wyneb Y Wialen Ddu fel symbol o annibyniaeth Tŷ’r Cyffredin oddi wrth y frenhiniaeth.
Yna, agorir y drws ar ôl i’r Wialen Ddu guro dair gwaith ar y drws gyda rhoden eboni.
Nid traddodiadau gwag yw’r rhain – maent yn ein hatgoffa o bwysigrwydd gwahaniad pwerau a’r daith hir i ddatblygu democratiaeth yn y wlad hon.
Fel arfer, mae Aelodau Seneddol, o dan arweiniad y Llefarydd, Rhingyll dan Arfau a’r Prif Weinidog, Arweinydd yr Wrthblaid a thwr o ASau fel arfer yn eu dilyn drwy’r lobiau i Dŷ’r Arglwyddi i glywed araith y Frenhines.
Mae gen i frith gof o’r llynedd, ond dim ond newydd gael fy ethol oeddwn i, ac roedd cymaint yn newydd i mi fel bod y cyfan yn niwlog braidd.
Fodd bynnag, mae Covid wedi newid y cyfan eleni.
Teithiodd y Frenhines ar daith i Balas San Steffan mewn car ac yn gwisgo gwisg led-ffurfiol a het lelog. Dyma ymddangosiad cyhoeddus cyntaf y Frenhines yn y cnawd ers angladd y Tywysog Philip ar 17 Ebrill. Daeth y Tywysog Charles a Duges Cernyw gyda hi i’r digwyddiad, ac mae’r ddau wedi bod yn bresennol yn yr Agoriad Swyddogol yn rheolaidd ers 2013.
Dim ond ychydig o ASau oedd yn Siambr Tŷ’r Cyffredin. Dim ond llond llaw o ASau oedd yn cael sefyll yn y lobïau a gwylio’r orymdaith (oedd hefyd yn gyfyngedig o ran nifer.) Dim ond 34 AS ac arglwydd oedd yn gwylio o’r Oriel Frenhinol (tynnwyd eu henwau o blith y 641 AS a’r 790 o Arglwyddi sy’n eistedd ar hyn o bryd) wrth i’r Frenhines symud i Dŷ’r Arglwyddi i ddarllen y biliau newydd y bydd y llywodraeth yn eu cyflwyno (neu eu cario drosodd o’r sesiwn ddiwethaf).
Yna, dychwelodd yr Aelodau Seneddol o wychder ysblennydd coch ac aur Tŷ’r Arglwyddi i feinciau gwyrdd Tŷ’r Cyffredin.
Eleni, rhoddwyd yr anrhydedd o ymateb i Araith y Frenhines yn Nhŷ’r Cyffredin i Shailesh Vara AS. Fy nghydweithiwr (cyd-beiriannydd!) Katherine Fletcher AS, sy’n AS ers 2019, gafodd y fraint o eilio’r cynnig.
Roeddwn i’n ddigon ffodus i gael fy newis fel rhif 30 allan o 34 wrth dynnu’r enwau am y cyfle i wylio yn yr Oriel Frenhinol. Dydw i ddim yn siŵr sut olygfa gawsoch chi ar y teledu, ond fe wnaf fy ngorau i roi mwy o flas o'r dydd o’r "tu ôl i'r llenni"; yr hyn a welais ac a sylwais arno wrth fod yno yn y cnawd. Trowch i mewn i fy narllediad Facebook Live ddydd Mercher am 7pm!
(A meddyliwch am yr AS Ceidwadol Marcus Jones, un o’r Chwipiaid, a gafodd ei ddewis fel yr AS oedd yn cael ei ddal yn wystl seremonïol ym Mhalas Buckingham tra bu’r Frenhines ym Mhalas San Steffan! Caf weld beth fedra i ei ddarganfod am y lletygarwch sy’n hael iawn, yn ôl pob sôn ....)
