On Tuesday Aberconwy MP Robin Millar asked the Minister of State for Rail, Kevin Foster MP, if the UK Government agreed that the name of the West Coast Mainline franchise should be changed to reflect the strategic importance of the North Wales Main Line.
Speaking during a debate in Parliament, Robin said:
“Residents of Aberconwy know only too well the importance of the services that run on the North Wales Main Line. Indeed, the UK Connectivity Review reflected the strategic importance of that infrastructure, but, unfortunately, the Avanti emergency timetable does not seem to recognise that. It barely delivers a main line service. Effectively giving north Wales branch line status is causing real problems. Recently, I caught a Crewe to Chester connection. It was a single carriage that only left the station when six people had crammed into the toilet and it still left people behind on the platform.”
Continuing, Robin asked:
“Will the Minister confirm that, in any future considerations of the franchise, it will bear the name the North Wales and West Coast Main Line to reflect the strategic importance of north Wales to the rail service?”
Responding, the Minister said:
“I am conscious of the vital economic role that the railway plays in north Wales in terms of economic performance. As my Honourable Friend says, the current service is not acceptable. We look forward in December to seeing the restoration of the majority of direct services. I hope that he will appreciate why I am not going to commit to a rebranding exercise on the Floor of the House this afternoon, but I am sure many colleagues will have a view as to whether the current name that the line operates under is the best compared with some of the other names that could have been chosen.”
Following the debate Robin commented:
“The UK Connectivity Review identified that North Wales is both an essential part of a UK wide transport network and in desperate need of investment. However, it is clear that North Wales is still not receiving the attention that it needs. Aside from the line’s importance to our local economy here in Aberconwy, it is also the strategic link with Holyhead and the Island of Ireland.
“I fought hard to make these points in the Review’s compilation. Both point to the essential nature of this service. Avanti have overseen an unacceptable reduction in performance levels, and it is imperative that drastic improvements are delivered quickly.
“Although it is inexcusable that they were cancelled in the first place, I have cautiously welcomed last week’s confirmation that direct services will resume in December. However, if, by April, Aberconwy residents and businesses still aren’t receiving the standard of service to which they are entitled, I will not hesitate to call on the UK Government to permanently strip Avanti West Coast of the franchise to operate this vital route.”
AS Aberconwy yn galw yn y Senedd am enw newydd i ryddfraint Prif Linell Arfordir y Gorllewin
Ddydd Mawrth gofynnodd AS Aberconwy, Robin Millar, i’r Gweinidog Gwladol dros Reilffyrdd, Kevin Foster AS, a oedd Llywodraeth y DU yn cytuno y dylid newid enw rhyddfraint Prif Linell Arfordir y Gorllewin i adlewyrchu pwysigrwydd strategol Prif Linell Gogledd Cymru.
Wrth siarad mewn dadl yn y Senedd, dywedodd Robin:
“Mae trigolion Aberconwy yn gwybod yn dda iawn pa mor bwysig yw’r gwasanaethau sy’n rhedeg ar Brif Linell Gogledd Cymru. Yn wir, roedd Adolygiad o Gysylltedd y DU yn adlewyrchu pwysigrwydd strategol y seilwaith hwnnw, ond, yn anffodus, nid yw amserlen frys Avanti fel pe bai’n sylweddoli hynny. Prin bod y cwmni’n darparu gwasanaeth prif linell. Mae rhoi statws llinell cangen i bob pwrpas i ogledd Cymru yn achosi problemau gwirioneddol. Yn ddiweddar, daliais gysylltiad Crewe i Gaer. Dim ond un cerbyd oedd yno. Gadawodd y cerbyd yr orsaf ar ôl i chwech o bobl wasgu i mewn i’r toiled ac roedd pobl ar y platfform o hyd.”
Gan fynd yn ei flaen, gofynnodd Robin:
“A wnaiff y Gweinidog gadarnhau y bydd, mewn unrhyw ystyriaethau o’r rhyddfraint yn y dyfodol, yn defnyddio’r enw Prif Linell Gogledd Cymru ac Arfordir y Gorllewin i adlewyrchu pwysigrwydd strategol gogledd Cymru i’r gwasanaeth rheilffyrdd?”
Yn ei ymateb, dywedodd y Gweinidog:
“Rwy’n ymwybodol o’r rôl economaidd hanfodol y mae’r rheilffordd yn ei chwarae yng ngogledd Cymru, o safbwynt perfformiad economaidd. Fel y dywed fy Nghyfaill Anrhydeddus, nid yw’r gwasanaeth presennol yn dderbyniol. Rydym yn edrych ymlaen at weld y rhan fwyaf o’r gwasanaethau uniongyrchol yn ailddechrau ym mis Rhagfyr. Rwy’n gobeithio y bydd yn sylweddoli pam nad wyf yn mynd i ymrwymo i ymarfer ailfrandio ar Lawr y Tŷ y prynhawn yma, ond rwy’n siŵr y bydd gan lawer o gyfeillion farn ynglŷn â’r cwestiwn ai’r enw presennol a ddefnyddir ar gyfer y llinell yw’r un gorau o’i gymharu â rhai o’r enwau eraill y gellid bod wedi eu dewis.”
Yn dilyn y ddadl dywedodd Robin:
“Roedd yr Adolygiad o Gysylltedd y DU yn nodi bod Gogledd Cymru yn rhan hanfodol o rwydwaith trafnidiaeth y DU, a hefyd ei bod yn ardal lle mae gwir angen buddsoddiad.
“Brwydrais yn galed i ddadlau’r pwyntiau hyn pan oedd yr adolygiad yn cael ei lunio. Mae’r ddau bwynt yn cyfeirio at natur hanfodol y gwasanaeth hwn. Mae Avanti wedi goruchwylio gostyngiad annerbyniol mewn perfformiad, ac mae’n bwysig iawn bod gwelliannau mawr yn cael eu gwneud yn fuan.
“Er bod canslo’r gwasanaethau yn y lle cyntaf yn anfaddeuol, rwy’n croesawu yn ochelgar y cadarnhad yr wythnos diwethaf y bydd gwasanaethau uniongyrchol yn ailddechrau ym mis Rhagfyr. Fodd bynnag, os bydd trigolion a busnesau Aberconwy yn dal i deimlo nad ydynt yn cael gwasanaeth o’r safon y mae ganddynt hawl iddo erbyn mis Ebrill, ni fyddaf yn petruso cyn galw ar Lywodraeth y DU i dynnu’r rhyddfraint i weithredu’r llwybr hanfodol hwn oddi ar Avanti West Coast yn barhaol.”
