Many constituents are concerned about the support provided for trafficked children.
We must tackle every form of modern slavery, including human trafficking. It is welcome news that Ministers have secured commitments from other governments and institutions, including the United Nations, the Commonwealth and the EU, to tackle modern slavery, and has successfully lobbied for the establishment of the first ever UN Sustainable Development Goal to end modern slavery. The Government is also working bilaterally with priority countries to deepen law enforcement cooperation.
In 2018, the Home Office announced a review of the Modern Slavery Act, which considered the provisions in the Act regarding Independent Child Trafficking Advocates. So I am pleased that in line with the review’s recommendations, the Advocates have been recently renamed Independent Child Trafficking Guardians (ICTGs).
Guardians provide an additional source of advice and support for all trafficked children. A key part of the role includes one-to-one support for those children who lack a figure of parental responsibility for them in the UK. The ICTG regional practice co-ordinator works alongside statutory bodies such as our police, social workers and the wider Criminal Justice System to build a multi-agency approach to the safeguarding of these vulnerable children.
I remain optimistic that more and more vulnerable children will receive the support and care they need and deserve as the Government remains committed to rolling out the guardians nationally.
Mae llawer o etholwyr yn poeni am y cymorth a ddarperir i blant sy’n cael eu masnachu.
Rhaid i ni fynd i’r afael â phob math o gaethwasiaeth fodern, gan gynnwys masnachu mewn pobl. Croesewir y newyddion bod Gweinidogion wedi sicrhau ymrwymiadau gan lywodraethau a sefydliadau eraill – gan gynnwys y Cenhedloedd Unedig, y Gymanwlad a’r UE – i fynd i’r afael â chaethwasiaeth fodern, ac mae wedi lobïo’n llwyddiannus ar gyfer sefydlu nod Datblygu Cynaliadwy cyntaf erioed y CU i roi terfyn ar gaethwasiaeth fodern. Mae’r Llywodraeth hefyd yn gweithio’n ddwyochrog gyda gwledydd sy’n flaenoriaeth i gryfhau cydweithrediad o ran gorfodi’r gyfraith.
Yn 2018, cyhoeddodd y Swyddfa Gartref adolygiad o’r Ddeddf Caethwasiaeth Fodern, a oedd yn ystyried y darpariaethau yn y Ddeddf o ran Eiriolwyr Masnachu Plant Annibynnol. Rydw i’n falch bod yr Eiriolwyr, yn unol ag argymhellion yr adolygiad, wedi cael eu hailenwi’n Warcheidwaid Masnachu Plant Annibynnol yn ddiweddar.
Mae Gwarcheidwaid yn darparu ffynhonnell ychwanegol o gyngor a chefnogaeth i bob plentyn sy’n cael ei fasnachu. Rhan allweddol o’r rôl yw rhoi cefnogaeth un-i-un i’r plant hynny nad oes ganddyn nhw ffigwr sydd â chyfrifoldeb rhiant drostynt yn y DU. Mae cydlynydd ymarfer rhanbarthol y Gwarcheidwaid Masnachu Plant Annibynnol yn gweithio ochr yn ochr â chyrff statudol fel ein heddlu, gweithwyr cymdeithasol a’r System Cyfiawnder Troseddol ehangach i ddatblygu dull amlasiantaeth o ddiogelu’r plant agored i niwed hyn.
Rydw i’n dal yn obeithiol y bydd mwy a mwy o blant agored i niwed yn cael y gefnogaeth a’r gofal sydd eu hangen arnynt ac y maent yn eu haeddu, oherwydd mae’r Llywodraeth wedi ymrwymo i gyflwyno’r gwarcheidwaid yn genedlaethol.
