As far as I am aware, the Government is not currently considering setting up a specific Select Committee on Arms Export Controls. There is already considerable scrutiny of UK arms exports by four Parliamentary committees, including by the Defence, International Trade, Foreign Affairs and International Development Select Committees. These four committees work together to scrutinise the UK's arms exports and are known as the Committees on Arms Export Controls.
The Government takes its defence export responsibilities very seriously and operates one of the most robust export control regimes in the world. Indeed, export licence applications are rigorously assessed on a case-by-case basis against the Consolidated EU and National Arms Export Licensing Criteria. Consideration is given to the prevailing circumstances at the time of application and includes human rights and international humanitarian law considerations.
The Government will not issue export licences where there is a clear risk that the goods might be used for internal repression, in the commission of a serious violation of international humanitarian law, or where the export would provoke or prolong conflict. It is for the reasons outlined above that I will not be signing EDM 24

Mae’r pedwar pwyllgor hyn yn gweithio gyda’i gilydd i graffu ar allforion arfau’r DU ac fe’u gelwir y Pwyllgorau ar Reolaethau Allforio Arfau.
Mae cyfrifoldebau allforio’r amddiffyn yn bwysig iawn i’r Llywodraeth ac mae’n gweithredu un o’r systemau rheoli allforion mwyaf cadarn yn y byd. Yn wir, caiff ceisiadau am drwyddedau allforio eu hasesu’n drwyadl fesul achos yn erbyn Meini Prawf Cyfunol y DU a’r UE ar gyfer Trwyddedu Allforio Arfau. Ystyrir yr amgylchiadau cyffredinol adeg y cais, yn cynnwys ystyriaethau sy’n ymwneud â hawliau dynol a chyfraith ddyngarol ryngwladol.
Ni fydd y Llywodraeth yn cyhoeddi trwyddedau allforio lle bo risg amlwg y gellid defnyddio'r nwyddau ar gyfer gormes fewnol, i gomisiynu achosion difrifol o dorri cyfraith ddyngarol ryngwladol, neu lle byddai allforio yn sbarduno neu’n ymestyn y gwrthdaro. Am y rhesymau a amlinellir uchod, ni fyddaf yn llofnodi Cynnig Cynnar-yn-y-dydd 24.
