Deganwy Crossing Update: Success!

Robin was very pleased that councillors on the Conwy County Borough Council Licensing committee have voted to reject an application by Network Rail to close Footpath No. 73 in Deganwy.  (Glan y Mor Road crossing or Fon Tom)

Network Rail submitted their application for the footpath’s closure in March 2021, leading to the Special General Licensing Committee convening.

The committee heard representations from Network Rail, myself and my colleague Janet Finch-Saunders for the objectors; read objections from residents in the committee pack and then allowed councillors the opportunity to question where they felt appropriate and then voted on the matter.

Some residents may recall that a public inquiry into this footpath was held in 2019 and Planning Inspectorate Wales upheld the position of the residents that the footpath across the railway line at Glan y Mor Road was a public right of way.

I urge Network Rail to work with the local council officers to find an innovative and creative way to ensure that this footpath can continue to be used safely by the residents of Aberconwy.

I would also like to take this opportunity to thank local residents, Cllr. Mike Priestley and other local elected representative, Ramblers Wales, the Coastal Path users forum and also my staff who continue to work tirelessly on this matter on residents behalf.

Roedd Robin yn falch iawn bod cynghorwyr ar bwyllgor Trwyddedu Cyngor Bwrdeistref Sirol Conwy wedi pleidleisio i wrthod cais gan Network Rail i gau Llwybr troed Rhif 73 yn Neganwy. (Croesfan Ffordd Glan-y-Môr neu Fon Tom)

Cyflwynodd Network Rail eu cais ar gyfer cau’r llwybr troed ym mis Mawrth 2021, gan arwain at gynnull y Pwyllgor Trwyddedu Arbennig.

Clywodd y pwyllgor sylwadau gan Network Rail, gennyf fi a’m cyd-weithiwr Janet Finch Saunders ar ran y gwrthwynebwyr; darllenodd wrthwynebiadau gan breswylwyr yn y pecyn pwyllgor ac yna rhoddodd gyfle i gynghorwyr ofyn cwestiynau priodol ac yna pleidleisio ar y mater.

Efallai y bydd rhai trigolion yn cofio bod ymchwiliad cyhoeddus wedi’i gynnal i’r llwybr troed hwn yn 2019 a chadarnhaodd Arolygiaeth Gynllunio Cymru safbwynt y trigolion bod y llwybr troed ar draws y rheilffordd ar Ffordd Glan y Môr yn hawl tramwy gyhoeddus.

Anogaf Network Rail i weithio gyda swyddogion y cyngor lleol i ddod o hyd i ffordd arloesol a chreadigol o sicrhau y gall trigolion Aberconwy barhau i ddefnyddio’r llwybr troed hwn yn ddiogel.

Hoffwn hefyd fanteisio ar y cyfle hwn i ddiolch i drigolion lleol, y Cynghorydd Mike Priestley a chynrychiolwyr etholedig lleol arall, Cerddwyr Cymru, fforwm defnyddwyr Llwybr yr Arfordir a hefyd fy staff sy’n parhau i weithio’n ddiflino ar y mater hwn ar ran y preswylwyr.
