The case for accelerated action to address climate change and sustainably manage ecosystems and natural resources is increasingly self-evident. Sustainable land use could provide up to one third of the greenhouse gas mitigation required by 2030, whilst at the same time feeding growing global populations and supporting local jobs and communities in the UK and abroad.
The Government’s 25 Year Environment Plan sets out work to protect the world’s forests, support sustainable agriculture and move towards zero-deforestation supply chains.
To address the footprint of products linked to deforestation, the Government has established the Global Resource Initiative (GRI), led by senior representatives from the private sector and civil society, who will produce a set of recommendations to address the impact of the UK’s commodity supply chains. These may relate to regulatory and policy measures, transparency, financial incentives, trade, sustainable procurement and/or the role of the consumer.
Ministers share concerns about deforestation in the Amazon, and the impact on the climate and biodiversity. Since 2012, the UK has invested nearly £154 million in a number of International Climate Finance (ICF) programmes in Brazil aimed at tackling deforestation, preventing forest fires, and implementing the Forestry Code. The UK will continue to monitor the situation in the Amazon closely and raise these critical issues in our ongoing dialogue with Brazil.
ICF is the UK’s mechanism for delivering international climate action. It helps poor countries adapt to climate change, supports the creation of jobs and livelihoods to reduce poverty, reduces greenhouse gas emissions and promotes sustainable economic growth. £210m of ICF will be spent between 2016 and 2021. I am pleased that at the UN General Assembly, the Prime Minister announced the doubling of ICF over the next five years.
The UK fully endorses the New York Declaration on Forests, which aims to end natural forest loss by 2030, and is also a member of the Tropical Forest Alliance 2020. At the Paris UN Climate negotiations in 2015, the UK signed up to a collective pledge with Germany and Norway that will make up to $5bn available to support international efforts to tackle deforestation.
Mae’r achos dros gymryd camau gweithredu chwim i fynd i’r afael â newid yn yr hinsawdd a rheoli ecosystemau ac adnoddau naturiol mewn modd cynaliadwy yn dod yn fwyfwy amlwg. Gallai defnyddio tir yn gynaliadwy liniaru hyd at draean o’r nwyon tŷ gwydr sy’n ofynnol erbyn 2030, yn ogystal â bwydo poblogaethau byd-eang sy’n cynyddu a chefnogi swyddi a chymunedau lleol yn y DU a thramor.
Mae Cynllun Amgylchedd 25 Mlynedd y Llywodraeth yn nodi gwaith i ddiogelu coedwigoedd y byd, i gefnogi amaethyddiaeth gynaliadwy a symud tuag at gadwyni cyflenwi lle nad oes datgoedwigo o gwbl.
I fynd i’r afael â’r ôl-troed cynhyrchion sy’n gysylltiedig â datgoedwigo, mae’r Llywodraeth wedi creu’r Fenter Adnoddau Byd-eang (GRI) dan arweiniad uwch gynrychiolwyr o’r sector preifat a chymdeithas sifil, a fydd yn llunio cyfres o argymhellion i fynd i’r afael ag effaith cadwyni cyflenwi nwyddau’r DU. Mae’n bosibl y bydd y rhain ymwneud â mesurau rheoleiddio a pholisi, tryloywder, cymhellion ariannol, masnach, caffael cynaliadwy a/neu rôl y defnyddiwr.
Mae Gweinidogion yn rhannu pryderon ynghylch datgoedwigo yn yr Amazon, a’r effaith ar yr hinsawdd a bioamrywiaeth. Ers 2012, mae’r DU wedi buddsoddi bron i £154 miliwn mewn nifer o raglenni Cyllid Hinsawdd Rhyngwladol ym Mrasil er mwyn mynd i’r afael â datgoedwigo, atal tanau mewn coedwigoedd a rhoi’r Cod Coedwigaeth ar waith. Bydd y DU yn parhau i fonitro’r sefyllfa yn yr Amazon yn ofalus a chodi’r materion hollbwysig hyn yn ein trafodaethau parhaus â Brasil.
Y Gronfa yw dull y DU o weithredu ar hinsawdd yn rhyngwladol. Mae’n helpu gwledydd tlawd i addasu i newid yn yr hinsawdd, yn helpu i greu swyddi a chefnogi bywoliaeth er mwyn lleihau tlodi, yn lleihau allyriadau nwyon tŷ gwydr ac yn hybu twf economaidd cynaliadwy. Bydd £210m o’r Gronfa yn cael ei wario rhwng 2016 a 2021. Rydw i’n falch bod y Prif Weinidog, yng Nghynulliad Cyffredinol y Cenhedloedd Unedig, wedi cyhoeddi y bydd y Gronfa’n dyblu dros y pum mlynedd nesaf.
Mae’r DU yn cefnogi Datganiad Efrog Newydd ar Goedwigoedd yn llwyr, sydd â’r nod o roi terfyn ar golli coedwigoedd naturiol erbyn 2030, ac mae hefyd yn aelod o Gynghrair Coedwigoedd Trofannol 2020. Yn nhrafodaethau Hinsawdd y Cenhedloedd Unedig ym Mharis yn 2015, ymrwymodd y DU i addewid ar y cyd â’r Almaen a Norwy a fydd yn sicrhau bod $5bn ar gael i gefnogi’r ymdrechion rhyngwladol i fynd i’r afael â datgoedwigo.
